Age-restricted cars: how will the import of used cars into Ukraine change?
The Ministry of Community and Territorial Development has released a draft law that could bring significant changes for motorists. Let's take a look at the key proposals in this document.
1. Technical inspection instead of certification
Currently, before the first registration of an imported vehicle, it is necessary to undergo certification. The new bill proposes to replace this procedure with mandatory technical inspection (MTI) for all types of vehicles. In case of successful completion of the MOT, a MOT report will be submitted to the MIA service center instead of a certificate. It is worth noting that the regularity of MOT for private passenger cars does not change.
2. Age limit for imported cars to 20 years
It is proposed to set the maximum age of vehicles imported into Ukraine at 20 years. Despite the fact that the import of passenger cars that meet the Euro-2 environmental standards (introduced in 1995) is currently allowed, in fact such old cars are rarely imported due to their condition and high customs duties. According to data, the share of imported passenger cars over 20 years old is only 4.6%
3. Environmental standards requirements for new and used cars
According to the project, new vehicles must meet environmental standards upon first registration: initially Euro-5, and from January 1, 2027, Euro-6. For used cars, the main requirement will be an age of no more than 20 years.
4. Simplifying the import of retro cars
It is proposed to allow cars that are no longer in production and are 30 years old or older to be imported under the rules of the law "On the Import of Cultural Properties". For their first registration, the requirements for compliance with environmental standards will not apply. This will allow retro cars to be legalized and officially driven onto the roads.
5. Deadline for implementing changes
If approved, the new regulations will come into force one year after the official publication of the law. A public discussion of the project is currently underway, which anyone can join on the official website of the Ministry of Community and Territorial Development.
These changes are aimed at updating Ukraine's vehicle fleet and improving environmental standards of vehicles.
