New requirement for carriers at the border with Poland: mandatory submission of RMPD application
From November 1, 2024, the Polish government introduced a mandatory requirement for all foreign vehicles with a carrying capacity of 3.5 tons or more crossing the border of Poland to submit an RMPD (Remote Monitoring and Positioning Declaration) application. This applies to both loaded and empty flights.
What is RMPD?
RMPD is a control system that allows you to track the geolocation of vehicles located on the territory of Poland. All foreign carriers whose vehicles pass through Poland in transit, enter with cargo or return empty, are now obliged to transmit data about their location.
Why is RMPD needed and who needs it?
RMPD is aimed at strengthening the economic security of Poland. - Transit transportation: Ukrainian logistics company transports goods from Germany to Ukraine, transiting through Poland. The driver must submit an RMPD application before entering Poland, even if the cargo is only part of a larger shipment.
- Empty flight: After delivering the goods to Ukraine, the carrier returns with an empty body. Despite the absence of cargo, he is obliged to submit an application to the RMPD before entering Poland.
How to correctly issue an RMPD application?
- Registration in the system: The carrier must register in the Polish vehicle monitoring system.
- Application submission: Before each entry into Poland, an RMPD application must be submitted, specifying information about the vehicle, route and cargo (if any).
- Data transmission: During the stay in Poland, the vehicle must transmit data about its location in real time.
