Customs clearance of electric vehicles: New rules and features
Why you shouldn't delay buying an electric car and how to do it right
The popularity of electric cars among Ukrainians is growing rapidly. They are distinguished by their economy, environmental friendliness, and favorable customs clearance conditions. However, as of December 31, 2025, the benefits for importing such cars will cease to apply, which will significantly increase their cost.
Time to act – why are delays inappropriate?
It seems that there is still a lot of time until the end of the grace period. However, delay can result in significant costs. Demand for electric cars is growing every month, as are their delivery times. European markets have a limited range, and the process of buying a car from the USA requires planning well before the summer of 2025, because after that customs clearance will become much more expensive.
Customs clearance of electric vehicles in 2025
Ukraine currently offers some of the most favorable conditions for importing electric vehicles. Although the state does not provide grants for the purchase, existing tax benefits significantly reduce the financial burden.
The following payments are planned for 2025:
- Duty – 0%.
- VAT is not charged.
- Excise duty – 1 euro per 1 kWh of battery.
- The fee for the first registration has been canceled.
For comparison, the excise tax on a Nissan Leaf with a 24 kWh battery will be only 24 euros, and on a Tesla with a 100 kWh battery – 100 euros. Compared to gasoline cars, this looks extremely profitable.
What will change after December 31, 2025?
The loss of benefits will lead to the following changes in customs clearance:
- Duty – up to 10% of the car's cost.
- Excise duty – 1 euro will remain for 1 kWh of battery.
- VAT is 20% of the total cost of the car, including customs duties and excise duties.
This would mean a 33–35% increase in price. For example, a Nissan Leaf, which currently costs $6,000, would cost $8,000, while a Tesla Model 3 with a starting price of $15,000 would cost $20,000–22,000.
Why do you need to hurry?
The end of the grace period will lead to a sharp increase in demand at the end of 2025. This will lead to a shortage of popular models and an increase in prices even without additional taxes. In addition, the cost of existing electric vehicles will increase.
